�— be received on a quarterly basis, the Capital Improvement Grant Funded Projects also to <br />be awarded on a quarterly basis and an overview of the Project List, by Districts and <br />projects in each District. <br />CM Mitchell wants beautification program to be called "Beautification Program/Other <br />Projects." <br />Impacts of "Welfare to Work" on the Community <br />Durinda Taylor, Deputy Director of San Bernardino County Department of Jobs and <br />Employment Services, explained the purpose of the Cal -Workers Program is to help <br />people help themselves and to establish part time work and part time education as one <br />of their main goals. <br />Deputy Director Taylor also stated that as of December 31, 2002 families will reach a <br />five (5) year time limit. There are 352 cases in the City of Colton and 2,000 — 4,000 <br />County wide. <br />City Manager Parrish would like to get all of the programs together and make them <br />available to our citizens and employers. <br />Long Range Financial Plan <br />Finance Director Dilu DeAlwis presented the report on the 5 -Year Financial Plan for the <br />City. On his report he mentioned that staff had estimated revenue to include known new <br />projects and a conservative 2% - 2 1/z% inflationary increase. He also mentioned the <br />need to explore the possibility of constructing a new safety building to address the lack <br />of space for Police and Fire personnel. In addition to this need, there is the remodeling <br />of the Civic Center, to meet the growing needs of the departments housed within the <br />facility. <br />Assistant City Manager Al Holliman presented an overview of the reduction in staff and <br />the Golden Handshake. <br />CM Chastain asked if the new area for the Redevelopment Agency is a benefit to the city <br />of Colton and Assistant City Manager Holliman replied that the Redevelopment Agency <br />has always been a benefit to the City, and as City Manager Parrish stated, he supported <br />a ballot measure to establish a policy. <br />General Fund Reserve Policy <br />Finance Director De Alwis presented an overview as to the affect to the General Fund <br />Reserve Policy of increasing from 8% to a higher reserve fund. He also stated that it can <br />be done based on the assumptions on the handout and it is achievable, but there will be <br />less funding in programs new or existing. <br />Assistant City Manager Holliman recommended that this not be done until the next <br />Fiscal Year, 2003-2004. <br />Mayor Bennett agreed to hold off, as the city does not know as yet what the State will <br />do. <br />2 <br />
