PUBLIC HEARINGS: <br />Appeal — Case: Bob Stark — 3779 W. Placentia Lane, Colton, California <br />TIME AND PLACE FIXED TO CONSIDER AN APPEAL BY BOB STARK. <br />Mayor Bennett announced this matter continued to April 16, 2002. <br />Sign Regulations <br />This was the time and place fixed to consider an Ordinance replacing the existing sign <br />regulations, Chapter 18.50 of the Colton Municipal Code. <br />Mayor declared the Public Hearing "Open." <br />City Clerk Barrera declared that the Affidavit of Publication was on file and reported that <br />no protests or objections were received. <br />Community Development Director Zamora summarized the agenda report and <br />requested approval of staff recommendation. <br />PUBLIC COMMENT: <br />The following citizen addressed the City Council relating to a recent newspaper article and <br />comments on the election of mayor: Jimmy Babacos <br />The following citizen addressed the City Council regarding business community concerns and <br />proposed sign ordinance: Jean Krizle, Executive Director Chamber of Commerce <br />PUBLIC HEARING: (cont.) <br />Sign Regulations <br />Discussion continued from Council and staff. CM Mitchell presented to Council an expanded <br />Section 18.50.140 as it related to Political signs and requested with consensus from the Council <br />that it be incorporated into the ordinance. City Attorney Derleth responded to Council that they <br />cannot adopt portions of the ordinance, he suggested that Council adopt as presented and <br />make specific changes at second reading when they have come to a consensus, or table it to <br />another date. He further clarified that the current proposed ordinance has nuisance abatement <br />provisions giving citizens time to cure nuisance. The proposed new process for dealing with <br />signs posted is inappropriate. City Manager Parrish commented that he would not suggest any <br />major changes, to continue as proposed as there is still a process in place for a variance. <br />PUBLIC COMMENT:(cont.) <br />The following citizens addressed the City Council with concerns on proposed ordinance: Fred <br />Cordova, Charles Jackson, Dick Dawson <br />2002 MARCH 26 CC/RDA/CUA REG MTG MINS 2 <br />
