This was the time and place fixed to consider the adoption of the 1995 Urban Water <br />Management Plan. <br />Mayor Bennett declared the Public Hearing "Open". <br />Deputy City Clerk Olivia Flores said the Affidavit of Publication calling the Public Hearing was on <br />file in the City Clerk's Office and stated that no protests or objections were received. <br />PUBLIC COMMENT: <br />NONE <br />Motion/second by CM Ramos/ CM Hernandez to terminate the Public Hearing. Unanimous vote. <br />Motion/second by CM DeLaRosa/CM Ramos to approve and adopt Resolution No. R-137-02. <br />Unanimous vote. <br />ORDINANCE: <br />First Reading: <br />(3) Waive Full Reading and Pass First Reading of an Ordinance to Amend Chapter 2.30 of <br />the Colton Municipal Code to Allow the Appointment of Youth Commissioners to City <br />Commissions and Authorize the Recreation and Parks Commission to begin Accepting <br />Applications for Youth Commissioners, ORDINANCE NO. 0-16-02. <br />Parks, Recreation and Family Services Director Ron Kenny presented an overview of the <br />proposed Ordinance and stated that City Attorney Marco Martinez recommended that a change <br />to the city's Municipal Code was appropriate. The proposed Ordinance clarifies Council's ability <br />to appoint youth to non-voting positions on City Commissions. <br />Discussion by members followed regarding terms and conditions for eligibility by high school <br />students. City Manager Daryl Parrish clarified that the Amendment to this Ordinance doesn't <br />only address the Parks and Recreation Commission, but it also included all Commissions and <br />Boards. <br />PUBLIC COMMENT: <br />The following citizens addressed the Council: Charles Jackson stated that he would like to have <br />one (1) representative from each High School on the Commission. <br />Motion/second by CM DeLaRosa/CM Hernandez to waive full reading and pass first reading of <br />Ordinance No. 0-16-02 and allowing the Commissions to begin the application process. <br />Unanimous vote. <br />PUBLIC COMMENT: <br />NONE <br />MAYOR AND COUNCIL ITEMS: <br />Topics addressed by Council included: <br />2002 December 3 CC/RDA/CUA/SCPFA Mtng.
