City Manager Parrish presented Consent Calendar Item No.(s) 4 through 22 for approval, with item No. 7 and 20 pulled for a separate vote, and discussion on items 4, 6, 8, 9 and 11. Item 4, CM Zamora requested that the Minutes of October 28, 2002 reflect that the Adjourned Meeting was moved from La Villa Restaurant and continued in the Council Chambers. Item 6 CM Chastain requested an amendment to include Lincoln School Pocket Park. Motion/second by CM DeLaRosa/CM Ramos to approve Consent Calendar Item No.(s) 4 through 22, minus Item No. 7 and 20 to be pulled for a separate vote, amending Item No. 6 to include a Lincoln School Pocket Park. Unanimous vote. (7) Contract/NM Colton Genco LLC - Approved of Purchase Power Contract for Five Years with NM Colton Genco LLC for 1.2 MW Landfill Gas Electric Generating Project Located in Colton. Motion/second by CM DeLaRosa/CM Ramos to change the Evergreen Contract. Unanimous vote. City Attorney Martinez clarified that the contract currently has the Evergreen Clause that automatically extends, unless the City provides notice in writing six (6) months prior to the expiration that the City elects not to extend the contract. The amendment will be that to reverse the verbage to read, "the contract will automatically terminate, unless notice is provided six (6) months ahead of time that we wish to renew the term." (20) Bids/Davis Park Restrooms — Authorize the Request to Solicit Public Bids for the Elizabeth Davis Park Restroom and Improvements Project. Discussion by members followed regarding the holding off until completion of Park Master Plan and construction interference with Girl's softball season. Director Kenny stated that City Engineer Amer Jahker thinks the drainage can be done by the start of the softball season on April 1, 2003 and that the Architect feels that the proposed placement is the best utilization of the restrooms. Motion/second by CM Chastain/CM Hernandez to approve the request to solicit Public Bids for the Elizabeth Davis Park Restroom and Improvements Project.
