PUBLIC HEARING: (1) Issuance of Multifamily Housing Revenue Bonds This was the time and place to consider issuance of Multifamily Housing Revenue Bonds. Mayor Bennett Declared the Public Hearing "Open" City Clerk Barrera said the Affidavit of Publication calling the Public Hearing was on file in the City Clerk's Office and stated that no protests or objections were received. City Manager Daryl Parrish presented an overview of the Multifamily Housing Revenue Bonds project for consideration and requested approval of staff's recommendation. Board of Director Ricardo Lorenzo presented a brief explanation of the involvement by Oracle Communities Corporation as outlined in the Agenda Report. Motion/second by CM Chastain/ CM Ramos to terminate the Public Hearing. Motion carried with CM Zamora, DeLaRosa and Hernandez absent. Motion/second by CM Chastain/CM Ramos to approve and adopt Resolution No. R-143- 02. Motion carried with CM Zamora, DeLaRosa and Hernandez absent. ORDINANCE First Readings: (2) Waive Full Reading and Pass First Reading of an Ordinance to Amend Chapter 5.44 of the Colton Municipal Code Regarding Special Events, ORDINANCE NO. 0-17-02. (3) Waive Full Reading and Pass First Reading of an Ordinance to Amend Chapter 10.16 of the Colton Municipal Code Regarding Sound Vehicles, ORDINANCE NO. 0-18-02. Lt. Frank Coe presented an overview of Ordinance No. 0-17-02 and 0-18-02 for consideration and approval of the first reading of each Ordinance with Attorney Castillo available to respond to questions. Discussion and motion/second by CM Ramos/CM Mitchell to waive full reading and pass first reading of Ordinance No. 0-17-02 and 0-18-02. Motion carried with CM Zamora, DeLaRosa and Hernandez absent. (4) Waive Full Reading and Pass First Reading of an Ordinance to Add Chapter 18.48.110 to the Colton Municipal Code Regarding Temporary Outdoor Displays and Sales, ORDINANCE NO. 0-19-02. City Manager Parrish requested that this item be removed from the Agenda as City Attorney Derleth opinioned that the Item be returned to the Planning Commission for consideration.
