A-� At 7:22 p.m. the Meeting due to No Quorum as CM Ramos left the dais. <br />RECONVENED: <br />At 7:27 p.m. the meeting was reconvened with all Councilmembers present as <br />heretofore. <br />CITY MANAGER'S REPORTS AND RECOMMENDATIONS (cont'd): <br />Human Resources Director Delgado continued with the overview of Item No. 17. <br />PUBLIC COMMENT: <br />The following citizens addressed the Council: SBPEA Representative Malcom Simmons, <br />SBPEA Representative Dave Holgram. <br />Mayor Bennett supports Employee moral, but her concern is next years State Budget <br />and would like a commitment that positions be looked at seriously in the future. <br />City Manager Parrish explained why the Council is going forward in view of the possible <br />affect of the State Budget. <br />Assistant City Manager Al Holliman responded to the affect of the Public Employees <br />Retirement System and the stock market loses. He stated that hopefully the issue can <br />be dealt with through attrition, retirement and Golden Handshakes, however the City can <br />not promise that lay-offs will not occur. <br />Mayor Bennett requested that a Budget Committee be developed to deal with creative <br />ways to meet the future Budget needs and would like it to be made up of three (3) <br />Councilmembers that would include City Employees. <br />Motion/second by CM Mitchell/CM Ramos to approve and adopt Resolution No. R-144- <br />02. Motion carried with CM Zamora, DeLaRosa and Hernandez absent. <br />CITY MANAGER'S REPORTS AND RECOMMENDATIONS: <br />(18) Authorize the Award of the Architectural Design Contract for the Repair/Renovation <br />of City Hall to Kwang Cook and Associates in the Amount Not to Exceed $49,945, <br />and Authorize the City Manager to Execute the City's Model Architectural Services <br />Agreement with any Minor Changes Approved by the City Manager and City <br />Attorney as Appropriate; Authorize an Allocation of $49,945 from General Fund <br />CIP Reserve Account, Transferring Funds from Budgetary Savings in other CIP <br />Projects. <br />With no opposition, Item continued as requested by City Manager Parrish. <br />CITY ATTORNEY'S REPORTS AND RECOMMENDATIONS: <br />0 <br />2002 December 17 CC/RDA/CUA/SCPFA Mtng.
