(13A) Grant — Approved and adopted a Resolution to apply for a $75,000 grant from the State <br />Water Resources Control Board, RESOLUTION NO. R135-02. <br />CITY TREASURER'S REPORTS: <br />(14) Receive and File City Treasurer's Report for May 31, 2002. <br />City Treasurer Mike Williams presented for consideration and approval, to receive and file the <br />City Treasurer's Report for May 31, 2002. <br />CM Chastain asked how the decreasing interest rate is affecting the City's investments. City <br />Treasurer Williams responded that it is not affecting the City's investments, it is only affecting <br />the City's revenue. <br />CM Mitchell asked if it is in the City's best interest to re -due the CFD and Bond areas. City <br />Treasurer Williams responded that he does what he can on the investment side with the money <br />that we have, but instead of focusing on the investment, the focus when interest rates are low <br />should be managing debt to lock in the low rates. <br />Motion/second by CM Hemandez/CM Ramos to receive and file the City Treasurers Report for <br />May 31, 2002. Unanimous vote. <br />STAFF REPORTS: <br />CITY MANAGER'S REPORTS AND RECOMMENDATIONS: <br />(15) Approve and Adopt a Resolution Adopting a Kiosk Directional Sign Program. <br />RESOLUTION NO. R-134-02. <br />City Manager Parrish presented for consideration and approval of staffs recommendation, an <br />overview of Resolution No. R-134-02 <br />PUBLIC COMMENT: <br />The following citizens addressed the Council: Lee Deieding, Frank De Gelas, Jeff Ashton, Ed <br />Hoke, Dick Torres, Dave Altman and Bob Barouti. <br />Following discussion by staff, City Attorney Derleth suggested that the wording of Resolution <br />No. R-134-02, be changed to read, "may maintain one panel equivalent in size to two (2) <br />panels." <br />Mayor Bennett announced that the BIA be a separate issueand should be something that City <br />Manager Parrish sits down and talks to the BIA because there is another Ordinance that needs <br />to be addressed. <br />Due to the fact that the City has been utilizing the BIA, CM Chastain suggested that the City <br />continue with the BIA and that this be part of the motion. <br />CM Hernandez stated that he was in agreement with the motion to making BIA the vendor in <br />approving this program. <br />5 <br />2002 November 19 WIRDAICUA/SCHA Mg.
