STAFF REPORTS: <br />CITY MANAGER'S REPORTS AND RECOMMENDATIONS: <br />(22) California State Library After -School Homework Assistance Grant <br />Authorize the acceptance of a California State Library After -School Homework <br />Assistance Grant to the Colton Public Library in the amount of $90,000, RESOLUTION <br />No. R-99-02. <br />City Librarian Dave Davis presented an overview of the Agenda Report for council <br />consideration. He stated that the program was for Grant, Lincoln and Wilson Elementary School <br />students. He expects about three hundred (300) children to participate within the first year. The <br />program is Monday through Friday from 3 p.m. to 6 p.m. <br />Assistant to the City Manager Kathy Kivley explained the use of grant monies and stated that it <br />would not be wise to lease or purchase a modular unit because that would take at least <br />$25,000.00 and the grant is $50,000.00, which would leave only $25,000.00 or less to purchase <br />computers, supplies, staff and any other needs to make the program successful. The Carnegie <br />Museum can be used with minor renovations for much less money, only about $5,000.00 to <br />$6,000.00. <br />City Manager Parrish, at the direction of City Attorney Dean Derleth opinioned that the lease is a <br />silent one and that the Museum pays the City one ($1.00) dollar per year. City Attorney stated <br />that some concerns were whether joint uses would be permitted in the building. In the session <br />with the museum board, the board had concerns about the artifacts and such. However, <br />Attorney Derleth said that he would like to see the building used for much more and that the <br />downstairs used to be a children's library anyways and that this a great program for the <br />community. <br />CM Chastain asked City Librarian Davis if they would be re -applying for the grant next year and <br />will a change of location affect the continuation of the grant? Mr. Davis replied that they indeed <br />would be applying for the grant next year and a new location would not affect the continuation <br />as long as it was centrally located within the radius of all three (3) elementary schools. <br />PUBLIC COMMENT: <br />The following citizens addressed the council in support of Resolution R-99-02: Bob Johnson <br />Motion/seconded by CM Ramos/CM Mitchell to authorize the acceptance of a California State <br />Library After -School Homework Assistance Grant and approve and adopt RESOLUTION No. R- <br />99-02, with direction to have both The Library and the Museum Board meet, to possibly find an <br />alternative location within one (1) week. Motion carried with CM Chastain voting NO and CM <br />DeLaRosa absent. <br />(7) Personnel/Library <br />Approve request for recruitment and ratification of employee appointment to two part- <br />time grant funded position of Literacy Program Assistant in the Library Department. <br />Motion/seconded by CM Mitchell/CM Ramos to approve the request for recruitment and <br />ratification of employee appointment to two part-time grant funded position of Literacy Program <br />Assistant in the Library Department. Motion carried with CM DeLarosa absent. <br />5 <br />
