City Clerk Barrera presented a brief synopsis of the history of Landmark No. 47. The residence <br />met the criteria for a Historical Landmark and was approved by the Historic Preservation <br />Commission on August 14, 2002. City Clerk Barrera requested approval of staff's <br />recommendation. <br />PUBLIC COMMENT: <br />The following citizens addressed the Council: Fred Cordova stated that it bothers him as to the <br />criteria that is being used to determine a landmark and he believes that these homes have <br />been architecturally altered and therefore should not be considered historic. <br />Motion/seconded by CM Ramos/CM Hernandez to terminate the Public Hearing. Unanimous <br />Vote. <br />CM Mitchell stated that he would be abstaining. <br />CM Zamora requested in the form of a motion, that this Item also be continued to the November <br />19, 2002 Regular Meeting. Motion failed due to lack of a second. <br />Discussion and motion/seconded by CM Hernandez/CM Ramos to approve and adopt <br />RESOLUTION No. R-100-02, Historic Landmark #50. Motion carried with CM Mitchell <br />abstaining. <br />UNFINISHED BUSINESS: <br />(4) Notice of Completion — Approved and Adopted a Resolution Amending the Budget for <br />Fiscal Year Commencing July 1, 2001 and Ending June 30, 2002 and Approve Final <br />Acceptance of Notice of Completion for Colton Museum Restoration C.D.B.G. Project <br />#104-22212, in the Amount of $153,577.50 — Kitson Specialty Contracting, Inc., <br />RESOLUTION NO. R-102-02. <br />City Engineer Amer Jakher presented for council consideration and approval of staff's <br />recommendation to accept the Notice of Completion for the Colton Museum Restoration <br />C.D.B.G. Project, and approve and adopt RESOLUTION No. R-102-02. He also indicated that <br />the roof repairs are still non -complete and will be done as a separate project. <br />Motion/seconded by CM Ramos/CM Zamora to approve and adopt RESOLUTION No. R-102- <br />02. Unanimous Vote. <br />ORDINANCES: <br />First Readinq <br />(5) Waive Full Reading and Pass First Reading of an ORDINANCE of the City of Colton <br />Adding Subdivisions (S) and (T) to Section 8.04.030 of the Colton Municipal Code and <br />Adding Sections 8.04.200 and 8.04.210 to the Colton Municipal Code Relating to Public <br />Nuisances, ORDINANCE NO. 0-12-02. <br />City Attorney Derleth presented a brief synopsis for council consideration and requested <br />approval of staff's recommendation. - <br />Discussion and motion/second by CM DeLaRosa/ CM Hernandez to approve the first reading of <br />Ordinance No. 0-12-02. Unanimous Vote. <br />3 <br />
