CM DeLaRosa stated that there are two (2) organizations that send Council reports on how <br />many people visit their Center's, how they're best utilized and how the monies are being used <br />and states how the program helped them and why the City of Colton should continue to assist <br />them every year and he encourages that all organizations do the same. He also requested that <br />staff explain what the qualifications are to be funded and why 15% of monies have to go to <br />Public Organizations and what the balance of the money is used for. <br />Community Development Director Zamora explained that there is a deadline of March 6, 2003 <br />set by the County of San Bernardino. <br />Planning Manager Soto explained the process: these funds are for Fiscal Year which begins <br />July 1 2003 to June 30, 2004; the County of San Bernardino informs staff in October that they <br />will now be accepting applications; in October and November staff schedules Community <br />Meetings for their input and during that time applications are submitted. In early December, staff <br />brings the applications to Council and this time 11 applications were received and approved by <br />Council and sent to the County. In addition, other non-profit agencies send their application <br />directly to the County. Once all applications are approved by the County the applications are <br />mailed back to staff to determine what projects will be sent to Council with a recommendation <br />for funding. There are only two (2) Council Meetings to have everything reviewed and a list of <br />projects recommended for funding. <br />Planning Manager Soto stated that the City of Colton will receive $556,000, 15% of that total is <br />$83,400 which is allocated for Public Service Projects. Out of 40 applications received, 25 <br />applications are for Public Service Projects which total $410,967 and all of these applicants <br />provide a needed service for the Community, but there is not enough money for all of them to be <br />—� funded. Staff has to determine which projects best serve the Citizens of Colton and allocate <br />accordingly. <br />CM Mitchell stated that he does not blame staff for everything all of the time, but if he asks for <br />something he expects to receive it and just because it wasn't in the Minutes does not mean he <br />didn't ask for it. He also stated that if staff does not have enough time, there should be a Special <br />Meeting every year for this. Again he reiterated that he will not vote on this item. <br />CM Zamora stated that she remembers CM Mitchell requesting more information and asked if <br />requests for information need to be in the form of a motion? <br />City Attorney responded that because we usually do have summary Minutes, it would be a good <br />idea that if there is something that a Councilmember wants to specifically reflect in the Minutes <br />that they should request that it be included in the Minutes. <br />CM Zamora stated that staff did make an effort to contact the applicants and request that <br />information and that staff has followed the process and if CM Mitchell needs more information <br />he should attend the Community Meetings. <br />City Manager Daryl Parrish restated that there is only $83,400 allocated to Public Service <br />Projects and an Ad Hoc Committee is a good idea. <br />Community Development Director Zamora stated that maybe we should ask the County of San <br />Bernardino if they would include in the application process, the information that CM Mitchell is <br />requesting due to the time constraints. <br />4 <br />2003 MARCH 4 CC/RDA/CUA/SCPFA Mtng.
