B. LIABILITY CLAIMS <br />Agency Claimed Against: City of Colton <br />ACTION: No reportable action. <br />D. CONFERENCE WITH LEGAL COUNSEL - EXISTING LITIGATION <br />Case Number: San Bernardino County Superior Court Case No. SCV 55024 <br />ACTION: No reportable action. <br />PUBLIC HEARING: <br />(1) Community Development Block Grant (CDBG) Projects <br />This is the time and place fixed for the Community Development Block Grant (CDBG) <br />Projects to consider prioritization and funding for Fiscal Year 2003-2004. <br />Mayor Bennett declared the Public Hearing "Open". <br />City Clerk Barrera said the Affidavit of Publication calling the Public Hearing was on file in the <br />City Clerk's Office and stated that no protests or objections were received. <br />Community Development Director David Zamora presented for staff's consideration and <br />approval of Resolution No. R-14-03. <br />CM Mitchell shared his experience from last year and stated that there has not been enough <br />information given by staff to be able to vote on this item. He also stated that he has repeatedly <br />asked for information regarding the dispersement of monies as well as the accountability from <br />the agencies for monies that were allocated and has not received it and would like to see staff <br />reprimanded as well as the City Manager. <br />CM Chastain asked how many new applicants were there approved by the County of San <br />Bernardino and who are they? <br />Planning Manger Andres Soto responded that the list did not provide who the new applicants <br />were, it did provide a list of all of the eligible applications and applicants and last week two (2) <br />more applications were received, both from the Fountain of Life Incorporated for two (2) <br />projects. Both applications were for $5,000. Also the Senior Nutrition Program application was <br />submitted late, but will still be eligible for funding. <br />Planning Manager Soto responded to CM Mitchell's comments and stated that he was not <br />aware that CM Mitchell was awaiting more in depth information on any of these proposals. Each <br />proposal provides a detailed description of what the Public Service is, who it benefits and what <br />the primary purpose of the Public Service is. He also stated that the only information that the <br />proposal is sometimes missing how many people are going to be served by monies from the <br />City of Colton. <br />CM Hernandez stated that this is his first time going through this process and he concurs with <br />CM Mitchell in that if more information was requested, it should have been provided and he took <br />offence in what Planning Manager Soto said about nobody getting in touch with him and that <br />CM Mitchell was the only one who reviewed all of the proposals. CM Hernandez also stated that <br />he too thought that more information would be provided prior to this meeting and that he will not <br />vote on this item. <br />3 <br />2003 MARCH 4 CC/RDA/CUA/SCPFA Mtng.
