At 7:04 p.m., Mayor Bennett declared a ten-minute recess and reconvened at 7:18 p.m., <br />with all members present as heretofore. <br />Tom Voght, Colton Disposal President, provided a handout and gave a brief overview of <br />the project. <br />Ed Casey, responded to the balance of the issues as outlined, in addition, he restated <br />the only defect found by the courts had to do with noticing. <br />Betsy Lindsey, CEQA Consultant, spoke on the CEQUA review regarding Public <br />scooping and Well Contamination. <br />Public Comment: <br />John Nolan responded by stating that the issue was not the Notice, the matter is brought <br />entirely before the Council and should be considered as such. <br />Motion/second by CM Hernandez/Ramos to terminate public hearing. Unanimous vote. <br />Motion/second by CM De La Rosa/Ramos to waive full reading and pass first reading of <br />Ordinance No. 0-18-03. <br />CM Chastain explained that the accusations brought against the councilmembers during <br />public comment are untrue. Mayor Bennett concurred with CM Chastain that comments <br />are personal and libel accusations against members of the dais. CM Zamora asked <br />legal counsel why the separate vote. City Attorney Martinez clarified each law <br />addressed separate issues. <br />Unanimous vote to to waive full reading and pass first reading of Ordinance No. 0-18- <br />03. <br />Motion/second by CM Ramos/Zamora to approve and adopt Resolution No. R-72-03. <br />Unanimous vote. <br />ORDINANCES: <br />First Reading: <br />Speed Limits <br />Waive Full Reading and Pass First Reading of an Ordinance of the City of Colton, <br />California, Amending Chapter 10.04, Section 16.A of the Colton Municipal Code, <br />Adopting Speed Limits Upon Certain Streets in the City of Colton, ORDINANCE NO. 0- <br />20-03. <br />Motion/second by CM Hernandez/Chastain to waive full reading and pass first reading of <br />an Ordinance No. 0-20-03. Unanimous vote. <br />Second Reading: <br />Vehicle Sales <br />2003 AUG 19 REG CC/RDA/CUA MEETING -4- <br />
