➢ Award - Police Chief Rulon presented Colton Police Officers Tusant, <br />McCoy and Garcia with the Grand Theft Auto Award. <br />➢ Proclamation - Mayor Bennett read proclamation in honor of 100th Birthday of <br />Carlos "Charlie" Aboytes, Jr. <br />PUBLIC HEARING: <br />File Index Number DCV -33-99 <br />This was the time and place fixed to consider a request to amend the Santa Ana River <br />Redevelopment Project Area Specific Plan to permit materials recovery and transfer <br />station facilities as conditionally permitted uses; an appeal of the approval of an <br />amendment to Conditional Use Permit No. DCV -33-99 to authorization of an <br />acceptance, processing and transfer of municipal mixed solid waste and consideration of <br />a mitigated negative declaration and mitigation monitoring and reporting program. <br />Mayor Bennett declared the Public Hearing "Open". <br />City Clerk Barrera said the Affidavit of Publication was on file in the City Clerk's Office <br />and stated that no protests or objections were received. <br />Community Development Director Zamora presented an overview of agenda report and <br />presented staff's recommendation to approve an Ordinance amending the Santa Ana <br />River Redevelopment Project Area Specific Plan and adopting a mitigated negative <br />declaration and mitigation monitoring and reporting program, and deny the appeal and <br />approve a resolution approving the 2003 amended CUP. <br />Public comment: <br />The following citizens addressed the Council: <br />Tom Voght, President, Taormina Industries, reviewed a handbook that was provided to <br />Council. <br />Maureen Gorsena, provided a Mitigation Impact explanation. <br />Joe Perez, requested clarification on three questions: Do you have a facility in Orange <br />County and what is the tonnage per day? Do you have Municipal Sold Waste? Is there <br />a rate stabilization already factored in? Mr. Voght responses to Mr. Perez on the three <br />question were as follows: the tonnage was 6,000 per day per minute, they do have an <br />MSW, and that the rate stabilization is factored into the payment as they currently use <br />the transfer station rather than have the route truck driver drive to landfills, so the benefit <br />to the payers are already factored in there as landfills close and move to distant <br />locations in the future the savings are greater. <br />Motion/second by CM Hernandez/Ramos to terminate public hearing. Unanimous vote. <br />Motion/second by CM Ramos/Mitchell to approve and adopt first reading of Ordinance <br />No. 0-18-03. Unanimous vote. <br />2003 AUG 05 REG CC/RDA/CUA MEETING -3 - <br />
