(4) Award of Contract - Awarded a construction contract for the Davis Park Restroom and <br />Park Improvements Project to the lowest responsive and responsible bidder, Terra -Cal <br />Construction, Inc., of Baldwin Park, California, in the amount of $266,191.00. <br />Discussion and motion/second by CM Hernandez/Ramos to approve staff's recommendation. <br />Motion carried with CM Mitchell voting NO. <br />(9) Bid — Authorized staff to solicit bids for the demolition of the concrete block bleachers in <br />Veteran's Park. <br />Discussion and motion/second by CM Ramos/Zamora to approve staff's recommendation. <br />Motion carried with CM Hernandez voting NO. <br />CONSENT CALENDAR: <br />(1) Warrants — Approved Payable Warrants #55072 to #55124, dated 1/23/03, totaling <br />$491,242.62; Payable Warrants #55125 to #55158, dated 1/24/03, totaling $42,533.98, <br />as recommended by the Finance Director, on file in the Finance Department. <br />(2) Personnel/Finance - Requested to recruit, ratify and appoint to the position of Senior <br />Office Specialist in the Finance Department. <br />(3) Disadvantaged Business Enterprise — Approved and adopted the 2002-2003 Annual <br />Overall DBE Program Goal Information; approved and adopted Resolution authorizing <br />the execution of the CALTRANS DBE program for FY 2002-2003; and authorized the <br />advertisement of the Notice of Disadvantaged Business Enterprise Program Goals and <br />Right of Public to Comment, RESOLUTION NO. R-12-03. <br />(4) Award of Contract - Awarded a construction contract for the Davis Park Restroom and <br />Park Improvements Project to the lowest responsive and responsible bidder, Terra -Cal <br />Construction, Inc., of Baldwin Park, California, in the amount of $266,191.00. PULLED <br />FOR SEPARATE VOTE. <br />(5) Claims - Considered claims against the City of Colton submitted by Christy Burke, John <br />Hadley, Oscar Santana, Thomas Skinner and Marylou Gonzalez. Recommend denial. <br />(6) Award of Contract/Motorola, Inc. — Piggyback onto the San Bernardino County Bid #89- <br />639 and awarded a contract for radio equipment for the Fire Department to Motorola, <br />Inc., in the amount of $105,533.03. <br />(7) Permit/Fleming Park - Approved the use of Fleming Park by Wendy Swearingen and <br />Lonnie Pearson for a wedding ceremony on March 22, 2003, 10:00 a.m. to 5:00 p.m. <br />(8) Contract/State Department of Education — Approved a Cost of Living Increase for the <br />Colton Child Care Pre -School contract in the amount of $2,958, and authorized the City <br />Manager to sign the Cost of Living Contract GPRE-2283, RESOLUTION NO. R-13-03. <br />(9) Bid — Authorized staff to solicit bids for the demolition of the concrete block bleachers in <br />Veteran's Park. PULLED FOR SEPARATE VOTE. <br />(10) RDA/Execute Documents — Approved and adopted Agency Resolution to amend <br />Resolution No. 765, to include the Assistant City Manager and Redevelopment Manager <br />to execute and deliver all documents necessary or appropriate for the implementation of <br />3 <br />2003 FEBRUARY 18 CC/RDA/CUA/SCPFA Mtng. Min <br />
