the 1) Agency Lot Sales program and the Agency Lot Financing program; 2) the <br />Mortgage Assistance program, and 3) the ARR program, RESOLUTION NO. 810. <br />(11) CUA/Grant — Approved and adopted a Resolution authorizing a Grant Application in the <br />amount not -to -exceed One Million, Three Hundred Eighty Thousand Dollars <br />($1,380,000) to the State Water Resources Control Board under Proposition 50 for the <br />design and construction of the City's Reclamation of Aquifer Supply Project — Phase I, <br />RESOLUTION NO. CUA -2003-2. <br />CITY TREASURER'S REPORTS: <br />Receive and File City Treasurer's Reports for June 30. 2002 and July 31, 2002. <br />Motion/second by CM Hernandez/Hernandez to receive and file the City Treasurer's Reports for <br />June 30, 2002 and July 31, 2002. Unanimous vote. <br />STAFF REPORTS: <br />CITY MANAGER'S REPORTS AND RECOMMENDATIONS: <br />Proposed Human Resources Policy Changes <br />Assistant City Manager Al Holliman presented an overview of the Human Resources Policy <br />change for consideration and requested approval of staff's recommendation. <br />Discussion by Council followed with responses by Assistant City Manager Holliman, with <br />motion/second by CM Zamora/Ramos to approve and adopt the Human Resources Policy <br />Change with direction to staff to return with an update in three (3) months to report on the <br />savings. Unanimous vote. <br />Police Chief Recruitment <br />City Manager Daryl Parrish explained the Police Chief recruitment and appointment procedure <br />and stated that there were five (5) candidates interviewed by three (3) interview panels on <br />February 3, 2003.
