campaigns to preserve and protect city services and revenues (the "Save our Services"(SOS) <br />Fund). <br />Motion/second by CM Hernandez/Ramos to approve and adopt Resolution No. R-08-03 <br />Establishing a Voluntary Payroll Deduction Program. Motion carried with De La Rosa absent. <br />Policy and Procedure for Appointment to Inter -Governmental Agencies. <br />Council discussed potential policies and procedures to be considered for appointment to inter- <br />governmental agencies, stressing the importance of rotating the position. <br />City Manager Parrish explained that staff had developed a process for consideration and that <br />they had two (2) years to make the decision as reassignment would not be an issue of <br />discussion until after the November 2004 election. <br />Motion/second by CM Zamora/Ramos to approve the Policy and Procedure for Appointment. <br />Motion died with CM Hernandez/Chastain/Mayor Bennett voting NO and CM <br />Ramos/Mitchell/Zamora voting YES, with CM De La Rosa absent. <br />AGENDA REVIEW: <br />City Manager Parrish presented Consent Calendar Item No.(s) 5 through 10 for approval, <br />pulling Item No. 7 being pulled for a separate vote. <br />CM Hernandez asked what the procedure for responding to claims that comes into the City, as <br />he had a question as to a claimant being submitted for denial. City Attorney Derleth responded <br />that the claims are denied in a group and you can ask that an individual name be pulled for <br />consideration and separate action be taken later. CM Hernandez requested that the name of <br />Marylou Gonzalez be pulled for consideration at a later time. City Attorney Derleth stated that <br />there is forty five (45) days to act on a claim and if it is not acted upon in that time frame it is <br />considered denied. <br />Motion/second by CM Zamora/Ramos to approve Consent Calendar Item No.(s). 5 through 10 <br />with the name of Marylou Gonzalez pulled from Item No. 7. Motion carried with CM DeLaRosa <br />absent. <br />CONSENT CALENDAR <br />(5) Minutes — Approved minutes for the Regular City Council Meeting held on December 17, <br />2002 and Minutes for the Regular City Council Meeting of January 7, 2003. <br />(6) Warrants — Approved Payroll Warrants #236057 to #236483, dated 01/22/03, totaling <br />$628,268.61, Payable Warrants #54829 to #55071, dated 01/09/03, totaling <br />$1,349,879.67; Payable Warrants #54765 to #54828, dated 01/02/03, totaling <br />$160,391.03; Payable Warrants #54541 to #54721, dated 12/19/02, totaling <br />$821,678.60, as recommended by the Finance Director, on file in the Finance <br />Department. <br />(7) Claims - Denied claims against the City of Colton submitted by Don Courtney, Emiliano <br />DeSantiago, Tatiana Ellaysky, Jorge Flores, Christina Mouw, Betty Pleas, Superior <br />Masonry/Gary Lee, Philip Wisebeck. <br />4 <br />2003 FEBRUARY 4 CC/RDA/CUA/SCPFA Mtng.
