CM DeLaRosa asked if the monies budgeted for this project will come from a Capital Improvement <br />Project account. <br />City Engineer Jahker responded that some projects in the City are under budget and a portion of <br />the money will come from those as well as from the Capital Improvement Project funds. City <br />Engineer Jahker also stated that no money for this project will come from the General Fund. <br />Mayor Bennett asked where the funding to build the project will come from once the design is <br />completed and stated that due to the State Budget situation she wanted to be sure that no money <br />for this project would come from the General Fund. <br />City Engineer Jahker stated that it has not been determined where the money to build the project <br />will come from. <br />Assistant City Manger Al Holliman responded that there are surplus funds and General Fund <br />reserves available to build the project and that this project is an investment and with the proposed <br />new efficient layout of City Hall, it will require less employees. <br />City Manager Daryl Parrish referred to the Western Cities article related to the City of Moreno <br />Valley in making City Hall more efficient. <br />Motion/second by CM DeLaRosa/CM Ramos to approve the Architectural Design Contract for the <br />repair and renovation of City Hall. Unanimous <br />vote. <br />(3) Waive Full Reading and Pass Second Reading of an Ordinance to Amend Chapter <br />10.16 of the Colton Municipal Code Regarding Sound Vehicles, ORDINANCE NO. 0-18- <br />02. <br />PUBLIC COMMENT: <br />The following citizens addressed the Council: Walter Almendarez <br />City Manager Parrish stated that there is a yearly meeting with the railroad in the Spring and <br />there will be another meeting this year as well and all citizens are invited to voice their concerns. <br />CM Chastain recommended that a letter be written to our Legislators on behalf of concerned <br />citizens, requesting a possible change in legislation regarding the blowing of the horn al <br />intersections. <br />Motion/second by CM DeLaRosa/CM Zamora to approve Ordinance No. 0-18-03.
