PUBLIC COMMENT: <br />The following citizens addressed the Council: Bob Johnson, Walter Almendarez, Raosemarie <br />Marquez, Jimmy Babacos. <br />City Manager Parrish presented Water/Wastewater Director Eric Fraser to explain the recent <br />water contamination incident. <br />Water/Wastewater Director Fraser explained that the water being served in the City has met <br />and continues to meet all Federal and State drinking water standards and that the discoloration <br />in the water in portions of the City is not a threat to public health. Director Fraser also stated that <br />there has been bacteriological testing of the water and it was verified that there is no bacterial <br />contamination in the water. Director Fraser stated that there are a variety of different materials <br />used for water mains and some of the materials are old, unlined steel pipes and the <br />discoloration in the water is actually rust from the old pipes. He also explained that as the Winter <br />months are upon us and the demand decreases and the flow slows down, the sediments settle <br />in the bottom of the pipes and then when there is an increase in demand, it stirs up the <br />sediment and that is the cause of the discoloration. Water/Wastewater Director Fraser further <br />stated that the Water Department is formulating a formulized flushing program, where <br />periodically the Water Department will flush all the mains, as opposed to just flushing portions of <br />the pipes when a complaint is made.
