The following citizens addressed the Council: Frank Gonzales, Fred Cordova, Marco Tovar, <br />Raymond Roa, and Joe Lopez. <br />RDA Manager Candace Cassel responded to some of the concerns expressed by citizens <br />regarding the Proposed La Cadena Corridor Project and eminent domain. CM De La Rosa and <br />CM Ramos directed staff to provide an overview of the proposed project and suggested a <br />workshop for those citizens affected prior to the Public Hearing to be held July 3, 2003. <br />MAYOR AND COUNCIL ITEMS: <br />Member Comments: <br />♦ Rate increases <br />♦ McKinley Park No handicap parking <br />♦ Police Patrolling <br />♦ Weed Abatement program <br />♦ Hermosa Cemetery Memorial Day <br />Program <br />♦ Paul J. Rodgers School field clean-up <br />♦ SanBag <br />BOARDS AND COMMISSIONS: <br />No appointments made. <br />AGENDA REVIEW: City Manager. <br />♦ Measure I <br />♦ City Survey <br />♦ Signalization Grant <br />♦ Chamber Mixer <br />♦ Discover Colton Night <br />♦ Flemming Park Movie Night <br />♦ Concerts in the Park <br />City Manager Parrish presented Consent Calendar Item No.(s) 6 through 20 for approval pulling <br />Item No. 19 for discussion after Closed Session, Item No. 12 for separate vote and Human <br />Resources Manager Teresa Delgado would present additional information on Item No. 18. <br />(18) Golden Handshake - Cost Related to Retirement Opportunity and Establishing Period of <br />Time — Golden Handshake — Safety Members and Miscellaneous Members, RESOLUTION <br />NO. R-42-03. <br />Human Resources Manager Delgado informed Council to consider approval of (1) additional <br />positions to the report; (2) another window period; (3) add the position of Library Branch <br />Manager, and the announcement of the actual charge and cost as listed in the amended <br />agenda report. <br />Motion/second by CM Ramos/Hernandez to approve Consent Calendar Items 6 to 20, with <br />changes to Item 18 as presented by Human Resources Manager and Items 12 and 19 pulled <br />for separate vote. Motion carried with Mayor Bennett absent. <br />(12) Agreement/Michael Brandman Associates - Approval to Amend the Professional <br />Services Agreement with Michael Brandman Associates (MBA) to Provide Professional <br />Environmental Services/CEQA Processing for the Pacific Rail Industries Rail <br />Dismantling and Salvage Operations Facility in the Amount of $45,842. <br />PUBLIC COMMENT (cont'd) <br />2003 JUNE 03 CC/RDA/CUA 5 <br />
