STAFF REPORTS: <br />With no objections by the Council City Manager Parrish requested that Items 22 and 23 be <br />moved forward as they are related to the wastewater revenue program, with no objections to <br />the by Council. <br />WATERIWASTEWATER DIRECTOR'S REPORTS AND RECOMMENDATIONS: <br />Wastewater Capital Reserve Fund and Loan from the Water Utility to the Wastewater Utility <br />Water/Wastewater Director Frazier provided an overview of staff's recommendation to consider <br />a establishing a Wastewater Capital Reserve Fund in accordance with the State Revolving <br />Fund Loan Contract and amending FY2002-03 Budget for a $100,000 loan from the Water <br />Utility to the Wastewater Utility with full repayment due by August 1, 2004. <br />Motion/second by CM Mitchell/Hernandez to approve and adopt a Resolution establishing a <br />Wastewater Capital Reserve Fund in Accordance with our State Revolving Fund Loan Contract. <br />RESOLUTION NO. R-43-03 and approve and adopt a Resolution Amending FY2002-03 Budget <br />for a $100,000 Loan from the Water Utility to the Wastewater Utility with Full Repayment Due <br />by August 1, 2004. RESOLUTION NO. R-44-03. Motion carried with CM De La Rosa voting <br />"NO" and Mayor Bennett absent. <br />ORDINANCES: <br />First Reading: <br />Waive Full Reading and Pass First Reading of an Ordinance Amending Chapter 2.04 of the <br />Colton Municipal Code Relating to Council Meeting Time, ORDINANCE NO. 0-10-03. <br />City Manager Parrish presented for consideration to Council staff's recommendation <br />Discussion by Council continued with responses from City Attorney Derleth who further clarified <br />that this change indicates that the meeting starting time is at 5 p.m. with Closed Session and <br />the Regular Meeting to start at 6:00 p.m. <br />Motion/second by CM Hernandez/Zamora to waive full reading and pass first reading of an <br />Ordinance Amending Chapter 2.04 of the Colton Municipal Code Relating to Council Meeting <br />Time, ORDINANCE NO. 0-10-03, stating that Closed Session Agenda will begin at 5 p.m. and <br />the Regular Council Meeting will begin at 6 p.m. Motion carried with Mayor Bennett absent. <br />Second Reading: <br />Waive Full Reading and Pass Second Reading of an Ordinance Environmental Impact Report <br />Certification, Adoption of Specific Plan Amendment, Approval of Tentative Tract Map #16289, <br />(File Index Number: DT -95-01, Paul & Marion Schwadel Trust) ORDINANCE NO. 0-07-03. <br />Motion/second by CM Ramos/De La Rosa to waive full reading and pass second reading of an <br />Ordinance Environmental Impact Report Certification, Adoption of Specific Plan Amendment, <br />Approval of Tentative Tract Map #16289, (File Index Number: DT -95-01, Paul & Marion <br />Schwadel Trust) ORDINANCE NO. 0-07-03.
