CITY MANAGER'S REPORTS AND RECOMMENDATIONS: <br />(21) Approve Proposed Personnel Policy Changes Related to Minimum Requirements for <br />Education. <br />Assistant City Manager Al Holliman presented a brief synopsis for Council consideration. <br />Discussion and motion/second by CM Chastain/Hernandez to approve staff's recommendation <br />with the additional recommendation to: (1) 2 year cap to earning a degree with two, 1 year <br />extension at the discretion of the City Manger with no more than 4 years to obtain a degree and <br />(2) the degree be in the field that they are working in or closely related field. Motion carried with <br />CM Zamora/Ramos voting NO. <br />(22) Request Approval of Proposed Changes to the Administrative Support Series. <br />Assistant City Manager Holliman presented a synopsis for Council consideration. <br />Mayor Bennett would like there to be checks and balances so that abuses will not occur and <br />that the City Manager hold all department heads responsible. <br />CM Zamora requested that the City Manager also keep Council aware of the expenditures in the <br />Council office. <br />Motion/second by CM Mitchell/Zamora to approve staff's recommendation. Unanimous vote. <br />CITY ATTORNEY'S REPORTS AND RECOMMENDATIONS: <br />CLOSED SESSION: <br />City Attorney Derleth announced the need to add an item to the Closed Session Agenda. <br />City Attorney Derleth presented for consideration to add an item to the Closed Session Agenda <br />listed below to be known as Item H. and explained the criteria to add as an emergency item: (1) <br />Received information following the posting of the Agenda (2) There is a need to respond by <br />April 16, 2003. <br />Motion/second by CM Hernandez/Mitchell to add the following as Item H. of the Closed Session <br />Agenda: Unanimous vote. <br />H. CONFERENCE WITH LEGAL COUNSEL - EXISTING LITIGATION <br />Pursuant to Government Code Section 54956.9(a) <br />Case Name: Southern California Edison vs. Azusa Colton and Banning <br />Case Number: California Superior Court Los Angeles Division BC281408 <br />City Attorney Dean Derleth announced that the Council Members would meet in Closed Session <br />to discuss Items A. through H. as listed below and he would recuse himself from discussion on <br />Item D, due to a conflict: <br />A.
