For the <br />purposes of this section, the license may only be denied, if, <br />by common experience or city records, a traffic control problem <br />has previously existed on the day, time, place, or route of the <br />parade, procession, or use of the sound truck; <br />(3) A permit has previously been granted to another <br />individual, association, or group for a parade, procession, or <br />use of a sound truck at the same day, time, or place, or within <br />.5 miles of the place or route specified in the application for <br />a permit; or <br />(4) The individual, association, or group applying <br />for the permit has the intent to cause violence, commit a crime, <br />or create a traffic hazard or traffic congestion. <br />B. In the event that the City Council holds a meetinq after <br />the application is filed and more than three (3) days before the <br />event, then the City Council shall decide whether to grant or deny <br />a permit and give the reasons for denial at least three (3) days <br />prior to the event for which the application was made. The City <br />Council shall not be required to convene a special meeting to <br />-2- <br />
