C. Plans for all development in as SDA Zone shall he submitt to the Commission for review and approval under the Conditional Us, Permit procedure. D. Before approving a proposed project, the Commission must find that the following conditions are satisfied: I. That the proposed development is in conformance with the guidelines in the General Plan for that area; 2. That the proposed development meets all requirements of Chapter 18 for similar developments permitted by right. E. In order for a project to be approved in an SDA Zone, it must first be granted a Conditional Use Permit by the Commission. In granting a permit, the Commission may impose certain conditions that in its opinion will assist to safeguard the health, safety, and property values in that zone. F. If the Commission so deems necessary, it may refuse to allow a use which it considers unfit for the area in question. 4. That a public hearing has been dul.y and legally held by the City Council on the aforesaid recommendation of the Plann- ing Commission. SECTION TWO. The Text Amendment herein above stated is hereby approved. SECTION THREE . This ordinance shall. be in force and ef- fective thirty (30) days after final passage. SECTION FOUR. The City Clerk shall certify to the passage of this ordinance and shall cause the same to be published once in the Colton Courier, a weekly newspaper, hereby designated for the purpose.
