The purposes and intent of this City <br />Council with respect to the project area are to: <br />1. Eliminate the conditions of blight existing in the <br />project area; <br />2. Ensure, as far as possible, that the causes of <br />blighting conditions in the project area will be <br />either eliminated or protected against; <br />3. Provide participation for owners and business <br />tenants in the project area; <br />4. Encourage and ensure the redevelopment of the <br />project area; <br />5. Encourage and foster the economic revitalization <br />of the project area; and <br />6. Improve the public facilities in the project area <br />to provide safer and more efficient public <br />services. <br />SECTION 2. Amendment No. 3 to the Redevelopment Plan <br />for the Cooley Ranch, Project No. 4, transmitted to this City <br />-3- <br />
