1 <br />2 <br />3 <br />4 <br />5 <br />6 <br />7 <br />8 <br />9 <br />10 <br />11 <br />12' <br />13 <br />14 <br />15 <br />16 <br />17 <br />18 <br />19 <br />Feil <br />21 <br />22 <br />23 <br />24 <br />25 <br />26 <br />27 <br />28 <br />issued under the provisions of Section 33640 et seq. of the <br />Health and Safety Code; and <br />WHEREAS, it is desirable at this time to amend the <br />(Redevelopment Plan to authorize the Agency to issue tax <br />allocation bonds and other notes pursuant to the Community <br />Redevelopment Law to redevelop, rebuild and/or construct <br />additional public facilities in the project area to provide <br />safer and more efficient public service, and to establish a <br />maximum dollar cap on the tax increment for the project area and <br />establish an ending date for the Redevelopment Plan; and <br />WHEREAS, the Agency has formulated, prepared and <br />approved the proposed Amendment No. 3 to the Redevelopment Plan <br />for the Cooley Ranch, Project No. 4 (the "Amendment"); and <br />WHEREAS, the Agency and this City Council have <br />previously approved an Environmental Impact Report for the <br />Cooley Ranch Planned Community dated March 1, 1974; and <br />WHEREAS, the proper procedures for determining the <br />environmental impact of the Amendment were pursued by the Agency <br />and this City Council in accordance with CEQA; and <br />WHEREAS, the Agency and this City Council have approved <br />and certified an Environmental Impact Report and have authorized <br />the filing a Notice of Determination all pursuant to the <br />California Environmental Quality Act ("CEQA") and the rules <br />promulgated thereunder for the project known as "Amendment No. 3 <br />to the Redevelopment Plan for the Cooley Ranch, Project No. 4"; <br />and <br />WHEREAS, pursuant to the notice duly given, as required <br />by the Community Redevelopment Law, a full and fair public <br />-2- <br />
