that this growth is outstripping the City's ability to provide infrastructure improvements. Finally, City Council finds that if a more current schedule of monetary exactions is not charged against such projects, the City will be left with inadequate resources to provide for the park and recreational needs of the future residents of the subdivisions. Even the proposed fees will only pay for one- half (1/2) of the needed park and recreational facilities. The City faces severe constraints on its financial resources and is unable to provide necessary park and recreational facilities to meet the future needs of the City of Colton from its general revenues. Therefore, the City Council declares that the enactment of this Ordinance and the provision for interim authorization for collection of park and recreational fees pursuant to this Ordinance is necessary to alleviate the immediate threat to the public health, welfare and safety from the development of residential projects with inadequate park and recreational facilities. City Council hereby directs that while this interim authorization is in effect, the Department of Planning and Community Development shall prepare and provide for the enactment of a permanent ordinance to provide for the imposition of park and recreational fees in conformance with this Ordinance. Section 4. Effective Date and Publication. This Ordinance shall be effective upon its enactment by a four- fifths (4/5) vote of the City Council and within fifteen (15) days thereafter shall be published in the "Colton Courier," a newspaper of general circulation in the City of Colton, and hereby designated for that purpose.
