The registration require- <br />ments provided for in this section or which may be established by <br />the Commission shall apply to all mobile home parks, including <br />those exempt from the rent ceiling limitations by reason of the <br />existence of a valid rent agreement. The Commission shall <br />develop rules which require all mobile home park owners to report <br />all vacancies as they occur. <br />No park owner shall be eligible to receive any rent ceil- <br />ing adjustment as provided for under the provisions of this <br />Chapter unless such current registration as may then be re- <br />quired for the Mobile Home Park is on file with the Commission <br />at the time the petition for the rent ceiling adjustment is <br />filed. <br />B. Financing - The Commission may finance its <br />reasonable and necessary expenses by charging park owners annual <br />registration fees in amounts deemed reasonable by the Commission. <br />The Commission may direct all or part of such fees be passed <br />through from owners to tenants and may establish applicable con- <br />ditions and procedures. The Commission is also empowered to <br />request and receive funding from the City when and if necessary, <br />from any available source for its reasonable and necessary <br />expenses associated with the administration of this Chapter and <br />regulations adopted pursuant thereto.
