The City Manager shall <br />submit a report to the Commission and City Council of such costs <br />and any recommendations for a change in the methods of financ- <br />ing at least annually, from and after the effective date of this <br />Chapter. <br />SECTION 1.06 RESTRICTIONS ON RENT <br />A. Current Maximum Allowable Space Rent - The Current <br />maximum allowable space rent for any controlled space in a <br />mobile home park shall be the rent in effect on August 3, 1982, <br />plus any lawful rent increases authorized subsequently pursuant <br />to Section 1.02 implemented since that date and prior to the <br />adoption of this chapter. If there was no rent in effect prior <br />to the adoption of this chapter, the first space rent charged <br />shall be the maximum allowable rent plus any lawful rent <br />increases authorized subsequently pursuant to Section 1.07. <br />B. Maximum allowable Space Rent - The maximum <br />allowable rent at any given time shall be the current maximum <br />allowable rent plus any future rent adjustments allowed pursuant <br />to the provisions of this Chapter. <br />C. Increases Upon Space Vacancy Or Transfer Of Owner- <br />ship Of A Mobile Home - Upon creation of a space vacancy or up- <br />on transfer of ownership of a mobile home, there shall be no <br />14 <br />
