WHEREAS, the City Council further finds and <br />determines that the approval of residential uses within the <br />Planned Community Overlay zone areas could cause in the near <br />future adverse impacts upon the public health, safety and <br />welfare by permanently establishing minimum lot sizes less <br />than 7200 square feet, thereby resulting in increased air <br />and noise pollution, overcrowding, congestion, the <br />overburdening of public infrastructure and drainage, water, <br />sewer, police and fire protection services, all causing a <br />deterioration of the quality of life in Colton; and <br />WHEREAS, to protect the public health, safety and <br />welfare, Government Code Section 65858 authorizes the City <br />Council to adopt as an urgency measure an interim ordinance <br />prohibiting any uses which may be in conflict with general <br />plan, specific plan and zoning proposals which the City is <br />considering or studying or intends to study within a <br />reasonable time; and <br />WHEREAS, the City Council finds and determines that <br />the approval of subdivision or parcel maps, precise plans of <br />design, conditional use permits, variances, or building <br />permits within the Planned Community Overlay zone areas will <br />result in a threat to the public health, safety and welfare <br />by contributing to and aggravating those factors described <br />above; <br />-2- <br />
