Section 1. Ordinance No. 0-14-89 is hereby <br />extended for a period of 180 days so that no subdivision <br />map, parcel map, conditional use permit, variance, precise <br />plan of design, or building permit shall be approved or <br />issued by the City during the life of this ordinance for any <br />residential development within areas of the City currently <br />zoned Residential One -Family With Planned Community Overlay. <br />Section 2. Notwithstanding any other provisions of <br />this Ordinance, its provisions shall not apply to: <br />A. Any residential subdivision which is otherwise <br />subject to a levy of a special tax or a <br />benefit assessment for the purpose of <br />construction, installation, or acquisition of <br />public improvements; or <br />B. Any owner -occupied residential dwelling unit <br />to be built on a lot of record, or the <br />issuance of a building permit for same, or an <br />application to remodel, add to or alter such a <br />structure, whether internal or external, or to <br />make minor improvements thereon. <br />Section 3. The City Council hereby declares that <br />it would have adopted this Ordinance and each section, <br />subsection, sentence, clause, phrase or portion thereof, <br />irrespective of the fact that any one or more sections, <br />subsections, clauses, phrases or portions thereof be <br />declared invalid or unconstitutional.
