would result in a threat to the public health, safety and <br />welfare by contributing to and aggravating those factors <br />described above; and <br />WHEREAS, on July 18, 1989, the City Council adopted <br />Ordinance No. 0-14-89, an urgency interim ordinance placing <br />a 45 -day moratorium on the approval of subdivision maps, <br />parcel maps, conditional use permits, variances, precise <br />plans of design or building permits within areas zoned <br />Residential One -Family with Planned Community Overlay; and <br />WHEREAS, the City Council, at least ten days prior <br />to expiration of Ordinance No. 0-14-89, has reviewed the <br />facts and issues addressed therein and has issued a full <br />report describing the measures taken to alleviate the <br />conditions which led to the adoption of the ordinance; and <br />WHEREAS, the City Council finds and determines that <br />until the adoption of the proposed rezoning, the approval of <br />subdivision or parcel maps, precise plans of design, <br />conditional use permits, variances, or building permits <br />within the drainage area will result in a threat to the <br />public health, safety and welfare by contributing to and <br />aggravating those factors described above; and <br />WHEREAS, the City Council finds and determines that <br />certain modifications to Ordinance No. 0-14-89 are necessary <br />in the interests of fairness and equity; <br />NOW, THEREFORE, BE IT ORDAINED by the City Council <br />of the City of Colton as follows: <br />-3- <br />
