While this Ordinance is designed to protect mobile home <br />owners from unreasonable rent increases, it recognizes the need <br />of mobile home park owners to receive a just and reasonable <br />return on their investment and permits rental increases suffi- <br />cient to cover the increased cost of repairs, taxes, mainte- <br />nance, insurance, upkeep and _dditional amenities. <br />D. Administration of this Ordinance shall be under the <br />general direction of the Community Development Director. <br />SECTION 1.02 DEFINITIONS <br />For the purpose of this Ordinance the following words, terms <br />and phrases shall have the following meaning: <br />A. "Base Date" means January 1, 1987 unless otherwise <br />specified. <br />B. "Base Year" means calendar year 1986. <br />C. "Capital Improvements" means those improvements which <br />materially add to the value of property, appreciably prolong its <br />5 <br />useful life, or adapt it to new uses, which are claimed='by the <br />t <br />owner as capital expenses for Internal Revenue Code purposes and <br />which are required to be amortized over the useful life of the <br />improvement pursuant to the Internal Revenue Code, and the regu- <br />lations issued pursuant thereto. <br />D. "Consumer Price Index or C.P.I." means the Index known <br />11 as the "Consumer Price Index for all Urban Wage Consumers: for <br />the Los Angeles - Long Beach - Anaheim Area," (Base year, 1967), <br />and if published for the San Bernardino - Riverside - Ontario <br />Area for the year 1984, and thereafter.
