While this ordinance is designed to protect Mobile Home <br />Owners from unreasonable rent increases, it recognizes the need <br />of Mobile Home Park Owners to receive a just and reasonable <br />return on their property and rental increases sufficient to <br />cover the increased cost of repairs, taxes, maintenance, <br />insurance, upkeep and additional amenities. <br />D. Administration of this Ordinance shall be under the <br />general director of the Community Development Director. <br />SECTION 1.02 DEFINITIONS <br />For the purpose of this ordinance the following words, terms <br />and phrases shall have the following meaning: <br />A. Capital Improvements - Those improvements which <br />materially add to the value of property, appreciably prolong its <br />useful life, or adapt it to new uses, which are claimed by the <br />owner as capital expenses for Internal Revenue Code purposes and <br />which are required to be amortized over the useful life of the <br />improvement pursuant to the Internal Revenue Code, and the <br />regulations issued pursuant thereto. <br />B. Rent Review Commission - The rent review commission <br />lestablished by Section 1.04 of this ordinance. Also called <br />Commission. <br />C.
