i/2/90 <br />ORDINANCE NO. 0-26-89 <br />AN INTERIM URGENCY ORDINANCE PROVIDING <br />FOR A MORATORIUM ON INCREASES OF CURRENT <br />MOBILE HOME SPACE RENTS IN THE CITY OF <br />COLTON UNTIL JUNE 30, 1990 <br />WHEREAS, the relative immobility of mobile homes, the <br />substantial investment involved in the purchase of a mobile <br />home, and the expense, difficulty and risk of damage in <br />moving a mobile home has created a captive market of mobile <br />home owners and tenants in the City of Colton; and <br />WHEREAS, there exists in the City of Colton a shortage <br />of mobile home spaces which has resulted in a low vacancy <br />rate and rapidly rising space rents in mobile home parks in <br />the City of Colton; and <br />WHEREAS, these factors contribute to the creation of a <br />significant imbalance in the bargaining relationship between <br />park owners and mobile home park tenants in favor of the <br />park owners; and <br />WHEREAS, mobile homes are often occupied by senior <br />citizens, person on fixed income and persons of low or <br />moderate income, so that exorbitant rent increases can fall <br />upon these individuals with particular harshness; and <br />WHEREAS, mobile home park owners need to receive a just <br />and reasonable return on their investment and need to be <br />allowed rental increases sufficient to cover the increased <br />cost of repairs, taxes, maintenance, insurance, upkeep and <br />additional amenities; and <br />
