WHEREAS, the City Council, in recognition of the fore- <br />going, approved at its Regular Meeting of September 19, <br />1989, Ordinance No. 0-19A-89 providing for stabilization of <br />rents for mobile home park spaces; and <br />WHEREAS, Ordinance No. O-19A-89 provided, among other <br />things, that the maximum allowable space rent for controlled <br />spaces was to be the rent in effect on January 1, 1987 plus <br />any subsequent rent increases otherwise lawful under the <br />formula established by the Ordinance and therefore, in some <br />instances, would have effected a"roll-back" of currently <br />existing mobile home park space rents; and <br />WHEREAS, Ordinance No. O-19A-89 additionally provided, <br />among other things, that a Rent Review Commission would be <br />established and empowered to adopt rules and regulations <br />necessary to effectuate the purposes of the Ordinance, <br />including, but not limited to, approving adjustments in rent <br />ceilings as provided in Ordinance No. O-19A-89; and <br />WHEREAS, as a result of a valid referendum petition <br />having been filed in the City Clerk's office on October 19, <br />1989, objecting to the enactment of Ordinance O-19A-89, <br />Ordinance 0-19A-89 was suspended on that date and has not <br />gone into effect; and <br />WHEREAS, as a result of the filing of a valid referendum <br />petition regarding Ordinance O-19A-89, a referendum election <br />has been scheduled for June 5, 1990; and <br />-2- <br />
