1 <br />2 <br />3 <br />4 <br />5 <br />6' <br />7 <br />8 <br />9 <br />10 <br />11 <br />12 <br />13 <br />14 <br />15 <br />16 <br />17 <br />18 <br />19 <br />20 <br />21 <br />22 <br />23 <br />24 <br />25 <br />26 <br />27 <br />28 <br />municipal wastewater from new development and the estimated costs for <br />those facilities; and <br />WHEREAS, the City's engineering consultant, Krieger & Stewart <br />has prepared a Wastewater System Rate Study dated February 1989 which <br />establishes the relationship between the cost for the needed facilities <br />described in said Master Plan and Facilities Plan and capacity charges to <br />be paid by new development within the Colton Wastewater Treatment Plant <br />Service Area; and <br />WHEREAS, the City Council finds as follows: <br />A. The purpose of the wastewater capacity charge shown in <br />Exhibit "B" is to finance public wastewater facilities. The facilities <br />will be used to collect and treat municipal wastewater from new <br />development. <br />B. New development shall mean the construction of <br />residential, commercial, industrial on institutional improvements, or any <br />other improvements requiring use of public wastewater facilities within <br />the Colton Wastewater Treatment Plant Service Area. <br />C. Said Wastewater System Rate Study shows that there is a <br />reasonable relationship between the needed public wastewater facilities <br />and the capacity charges set forth in Exhibit "B" which are to be paid by <br />new development that will be using the needed public wastewater <br />facilities. <br />
