The purpose of the wastewater capacity charge shown in <br />Exhibit "B" is to finance public wastewater facilities. The facilities <br />will be used to collect and treat municipal wastewater from new <br />development. <br />B. New development shall mean the construction of <br />residential, commercial, industrial on institutional improvements, or any <br />other improvements requiring use of public wastewater facilities within <br />the Colton Wastewater Treatment Plant Service Area. <br />C. Said Wastewater System Rate Study shows that there is a <br />reasonable relationship between the needed public wastewater facilities <br />and the capacity charges set forth in Exhibit "B" which are to be paid by <br />new development that will be using the needed public wastewater <br />facilities. <br />
