1 <br />2 <br />3 <br />4 <br />5 <br />6 <br />7 <br />8 <br />9 <br />10 <br />11 <br />12 <br />13 <br />14 <br />15 <br />16 <br />17 <br />18 <br />19 <br />20 <br />21 <br />22 <br />23 <br />24 <br />25 <br />26 <br />27 <br />28 <br />(q) "Roadway" shall mean that portion of a highway which <br />is improved, designed or ordinarily used for <br />vehicular travel, including improved shoulders. <br />(r) "Unattended vehicle" shall be a vehicle for which <br />the licensed driver responsible for the same is not <br />within an audible distance and immediately available <br />for moving said vehicle. <br />(s) "Vehicle" shall be any device by which persons or <br />property may be propelled, moved, or drawn upon a <br />highway, and shall include all types of motor <br />vehicles, but shall exclude devices moved <br />exclusively by human power or used exclusively upon <br />stationary rails or tracks. <br />(t) "Wrecked" shall mean a vehicle which has been <br />damaged to such an extent that it is onl <br />semi -repairable and/or uneconomical to repair. <br />118.38.012 PUBLIC NUISANCES. <br />Pursuant to the determination made, and the authority granted by the <br />state under Sec. 22660 of the Califoria Vehicle Code to abate and <br />remove abandoned, dismantled, inoperative, junked, and wrecked <br />vehicles, and or parts thereof as public nuisances, and in <br />,accordance with the City's police power authority, the City Council <br />makes the following findings and declaration: <br />The accumulation and storage of dismantled, wrecked, inoperative, <br />abandoned vehicles or parts thereof, on private or public property <br />5 <br />
