1 <br />lother than streets and highways which are regulated by the Vehicle <br />2 Code) is found to create a condition tending to reduce the value of <br />3 private and public property, to promote blight and deterioration, <br />4 invite plundering, to create fire hazards, to constitute an <br />5 attractive nuisance creating a hazard to the health and safety of <br />6 <br />minors, to create a harborage for rodents and insects and to be <br />7 injurious to the health, safety and general welfare of the public. <br />8 <br />Therefore, the presence of abandoned, dismantled, inoperative, <br />9 <br />junked or wrecked vehicles or parts thereof on private or public <br />10 <br />property (other than on streets, public roadways, <br />11 <br />alleys,right-of-way and highways) in the City of Colton except as <br />12 expressly permitted in this Chapter is declared to constitute a <br />13 <br />public nuisance which may be abated as such in accordance with the <br />14 <br />provisions of this chapter. <br />15 <br />16 <br />18.38.013 EXCEPTIONS. <br />17 <br />18 This chapter shall not apply to any vehicle or parts thereof <br />19 completely enclosed within an enclosure consisting of four (4) walls <br />20 in a lawful manner, where such vehicle is not visible from the <br />21 street or other public or private property or a vehicle or parts <br />22 thereof which is stored or parked in a lawful manner on property <br />23 used in connection with the business of a licensed dismantler, <br />24 <br />vehicle dealer or junkyard. This exception shall not authorize the <br />25 maintenance of a public or private nuisance as defined under the <br />26 provisions of law other than this chapter. <br />27 <br />28 <br />6 <br />
