ORDINANCE NO. 0- 2 7 - 9 2 AN ORDINANCE ADDING CHAPTER 1837 TO THE COLTON MUNICIPAL CODE IN ORDER TO ENACT REGULATIONS RELATING TO SURFACE MIMNG AND RECLAMATION WHEREAS, the City Council of the City of Colton ('this City Council') finds and determines that the extraction of minerals is essential to the continued economic well-being of the City and to the needs of society; and WHEREAS, this City Council finds and determines that the proper reclamation of mined lands is necessary to prevent or minimize adverse effects on the environment and to protect the public health and safety; and WHEREAS, the California Surface Mining and Reclamation Act of 1975 ("SMARA'), California Public Resources Code Section 2710 el ma., authorizes the City to adopt regulations related to surface mining and reclamation in accordance with such Act; and WHEREAS, on June 19, 1992 the Planning Commission of the City of Colton recommended approval of this ordinance in accordance with California law; and WHEREAS, on September 15, 1992 the State Mining and Geology Board recommended approval of this ordinance in accordance with the provisions of SMARA; NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF COLTON DOESHEREBY ORDAIN AS FOLLOWS: Section 1.
