PREAMBLE: <br />13.08.100 Purpose and Policv. This Ordinance sets forth uniform <br />requirements for all Users of the Colton wastewater collection and <br />treatment system which reside in the City of Colton and unincorpo- <br />rated areas of San Bernardino County. This ordinance enables the <br />City to comply with all applicable State and Federal laws required <br />by the Clean Water Act of 1977 and amendments thereto and the <br />General Pretreatment Regulations (4� CFR Part 403). <br />The objectives of this Ordinance are: <br />a) To prevent the introduction of pollutants into the wastewater <br />system which will interfere with the operation of the system <br />or contaminate the resulting sludge; <br />b) To prevent the introduction of pollutants into the wastewater <br />system which will pass through the system, inadequately <br />treated, into surface waters, groundwaters, the atmosphere, or <br />otherwise be incompatible with the system; <br />c) To improve the opportunity to recycle and reclaim wastewaters <br />and sludges from the system; and <br />d) To provide for equitable distribution of the cost of the <br />wastewater system. <br />This ordinance provides for regulation through issuance of permits <br />to certain non-domestic Users and enforcement of general <br />requirements for the other Users. The Ordinance also authorizes <br />monitoring and enforcement activities, User reporting, and provides <br />for the setting of fees for the equitable distribution of costs for <br />ewer service. <br />.
