The Federal Water Pollution Control Act, <br />also known as the Clean Water Act, as amended, 33 U.S.C. 1251, <br />et sea. This Act has been incorporated by reference into <br />California law in Water Code, Chapter 5.5. <br />(2) Approval Authority. The State Water Resources Control Board <br />and/or the Regional Water Quality Control Board for the Colton <br />area. <br />(3) Approved Analytical Methods. The sampling referred to in 40 <br />CFR Part 403.7 (b) (2) (i-iv) and analysis of these samples <br />shall be performed in accordance with the techniques <br />prescribed in 40 CFR Part 136 and amendments thereto. Where <br />40 CFR part 136 does not contain sampling or analytical <br />techniques for the pollutant in question, or where the EPA <br />determines that the Part 136 sampling and analytical <br />techniques are inappropriate for the pollutant in question, <br />sampling and analysis shall be performed using other sampling <br />and analytical procedures approved by the City and the EPA. <br />(4) Authorized Representative of Industrial User. An authorized <br />representative of an industrial User may be: 1. A responsible <br />corporate officer, if the User submitting required reports is <br />a corporation; 2. A general partner or proprietor if the User <br />submitting the required reports is a partnership or sole <br />proprietorship respectively; 3. The person in responsible <br />charge, if the User is a governmental agency; 4. An individual <br />with the same authority as stated in 1, 2, and 3 if the <br />JH8143854 <br />II -6- <br />
