1 <br />2 <br />3 <br />4 <br />5 <br />6 <br />7 <br />8 <br />9 <br />10 <br />11 <br />12 <br />13 <br />14 <br />15 <br />16 <br />17 <br />18 <br />19 <br />20 <br />21 <br />22 <br />23 <br />24 <br />25 <br />26 <br />27 <br />28 <br />58203 <br />1TFVI <br />ORDINANCE NO. 0-10-93 <br />AN ORDINANCE ADDING CHAPTERS 9.26 and 9.27 TO <br />THE COLTON MUNICIPAL CODE TO ADOPT NEW <br />MEASURES TO ABATE AND PREVENT THE PROLIFERA- <br />TION OF GRAFFITI <br />WHEREAS, the incidence of graffiti within the City has <br />increased dramatically within the past year; and <br />WHEREAS, the City Council of the City of Colton (this "City <br />Council") finds that the incidence of graffiti is detrimental to <br />the public health, safety and general welfare by creating blight, <br />devaluing property and detracting from the sense of community <br />enjoyed by residents of Colton; and <br />WHEREAS, this City Council further finds and determines that <br />abatement of such conditions will enhance the appearance, benefit <br />and enjoyment of properties in the City, and appreciate the values <br />and appearance of neighboring properties; and <br />WHEREAS, this City Council finds that a comprehensive graffiti <br />prevention program is essential to maintain the health, safety and <br />welfare of the citizens of Colton; and <br />WHEREAS, Article XI, Section 7 of the California Constitution <br />confers upon cities the power to make and enforce within limits all <br />local police, sanitary and other ordinances not in conflict with <br />general laws; and <br />WHEREAS, the State Legislature and the courts have <br />specifically authorized cities to adopt various measures aimed at <br />preventing the proliferation of graffiti; and <br />WHEREAS, this City Council finds and determines that this City <br />has a history and reputation for well -kept properties and the <br />-1- <br />
