Receiving Water - Receiving Water shall mean all waters of the United States that are used for recreational or other purposes; from which fish or shellfish are taken; or which are used for industrial purposes by industries in interstate commerce. Storm Drain System - Storm Drain System shall mean any of the property owned or leased by the City of Colton and used directly or indirectly in the collection, conveyance, storage or disposal of storm water, and including, but not limited to conduits, natural or artificial drains, and channels, basins and watercourses, together with appurtenances, pumping stations and equipment. Stormwater - Stormwater shall mean stormwater run-off, snow melt run-off and surface run-off and drainage. Stormwater Pollution Prevention Plan - Stormwater Pollution Prevention Plan shall mean the plan as described in the General Construction Activity Stormwater Permit as issued by the State Water Resources Control Board on August 20, 1992 and as may be amended. Swimming Pool - Swimming Pool is any body of water created by artificial means, designed or used for swimming, immersion or therapeutic purposes. User - User shall mean any person who contributes, causes or permits the contribution of pollutants to waters of the United States from any conveyance. Section 14.01.040 Conflict. All other Ordinances and parts of other Ordinances or Municipal Code Titles that are inconsistent with any part of Title 14 are hereby repealed to the extent of such inconsistency or conflict. Section 14.01.060 City's Right of Revision. The City Council may establish by Ordinance and/or Resolution, more stringent limitations and requirements related to discharges into the City of Colton's Storm Drain System if deemed necessary.
