1 <br />2 <br />3 <br />4 <br />5 <br />6 <br />7 <br />8 <br />9 <br />10 <br />11 <br />12 <br />13 <br />14 <br />15 <br />16 <br />17 <br />18 <br />19 <br />20 <br />21 <br />22 <br />23 <br />24 <br />25 <br />26 <br />27 <br />28 <br />bodies, ground water and wetlands in a manner pursuant to and <br />consistent with Federal State and local laws and regulations. <br />Section 14.01.030 Definitions: <br />Approved Construction Plans - Construction plans that have <br />been approved by the City of Colton. <br />BMP - BMP shall mean any Best Management Practice, Best <br />Management Guideline, or Best Management Requirement as <br />adopted by any Federal, State, regional or local agency, and <br />applicable to storm drain systems. <br />City Permit - City Permit shall mean any permit issued by the <br />City of Colton. <br />Commercial User - Any business that contributes pollutants to <br />the waters of the United States from any conveyance. <br />Construction Activity - Construction Activity shall mean any <br />activity as defined by the State Water Resources Control Board <br />or the Regional Water Quality Control Board, Santa Ana Region, <br />whichever is more restrictive, that necessitates securing a <br />NPDES Permit or NOI. <br />Discharge/Discharger - Any addition of any pollutant to waters <br />of the United States from any conveyance. Anyone who <br />contributes any pollutant to the waters of the United States <br />from any conveyance. <br />General Construction Permit - Any construction permit issued <br />by the City of Colton. <br />Illegal Discharge - Illegal Discharge shall mean any <br />connection to the storm water drainage system that is not <br />composed entirely of stormwater or contains constituents not <br />provided for under Prohibited Discharges Section 2.6. <br />Illicit Connection - Illicit Connection shall mean any <br />connection to the storm drain system that is directly or <br />indirectly associated with an illegal discharge except for <br />connections permitted pursuant to a valid NPDES Permit <br />authorized by written approval of the City of Colton. <br />Industrial Discharger/User - Any non-residential user <br />discharging pollutants to the waters of the United States from <br />any conveyance. <br />NPDES - National Pollutant Discharge Elimination System <br />NPDES Permit - NPDES Permit shall mean any permit issued <br />pursuant to the NPDES Program Under the Federal Clean Water <br />Act. <br />NOI - NOI shall mean a Notice of Intent to comply with the <br />NPDES general storm water permit. <br />Non -Storm Water - Non -storm water shall mean any water not <br />associated with storm run-off and that originates on or <br />traverses any property. <br />
