Meetings. To fulfill its function, the commission shall meet as often as it <br />deems necessary, but ordinarily at least one regularly scheduled public meeting shall be <br />held every ninety days if needed; or within thirty days of any hearing or arbitration held <br />hereunder, whichever is earlier. All members of the commission shall be required to <br />attend all commission meetings and hearings unless such member has been disqualified <br />from participation or otherwise excused. Except as expressly provided herein, the <br />commission shall establish the time and place of its meetings. All meetings of the <br />commission shall be conducted in accordance with the provisions of the Ralph M. Brown <br />Act. <br />15.48.110 Voting. The affirmative vote of a majority of those commissioners <br />present and voting is required for a decision, including all motions, regulations, and <br />orders of the commission. <br />15.48.120 Ouorum. A majority of the commission shall constitute a quorum." <br />SECTION 2: Section 15.48.130(B) is hereby amended in its entirety to read as follows: <br />"B. Appointment of Officers. The commission may appoint such officers as it may <br />deem necessary to carry out its duties hereunder." <br />SECTION 3: If any provisions of this Ordinance or application thereof to any person or <br />circumstances is held invalid, this invalidity shall not affect other applications of this Ordinance <br />which can be given effect without the invalid provision or applications, and to this end, the <br />provisions of this Ordinance are declared to be severable. This Ordinance shall be liberally <br />construed to achieve the purposes of this Ordinance and to preserve its validity. <br />JHB149028 11 -2— <br />
