To fulfill its function, the commission shall meet as often as it deems necessary, but ordinarily at least one regularly scheduled public meeting shall be held every ninety days if needed; or within thirty days of any hearing or arbitration held hereunder, whichever is earlier. All members of the commission shall be required to attend all commission meetings and hearings unless such member has been disqualified from participation or otherwise excused. Except as expressly provided herein, the commission shall establish the time and place of its meetings. All meetings of the commission shall be conducted in accordance with the provisions of the Ralph M. Brown Act. 15.48.110 Voting. The affirmative vote of a majority of those commissioners present and voting is required for a decision, including all motions, regulations, and orders of the commission. 15.48.120 Ouorum. A majority of the commission shall constitute a quorum." SECTION 2: Section 15.48.130(B) is hereby amended in its entirety to read as follows: "B. Appointment of Officers. The commission may appoint such officers as it may deem necessary to carry out its duties hereunder." SECTION 3: If any provisions of this Ordinance or application thereof to any person or circumstances is held invalid, this invalidity shall not affect other applications of this Ordinance which can be given effect without the invalid provision or applications, and to this end, the provisions of this Ordinance are declared to be severable. This Ordinance shall be liberally construed to achieve the purposes of this Ordinance and to preserve its validity. JHB149028 11 -2—
