1 <br />2 <br />3 <br />4 <br />5 <br />6 <br />7' <br />8 <br />9 <br />10 <br />11 <br />12 <br />13 <br />14 <br />15 <br />16 <br />17 <br />18 <br />19 <br />20 <br />21 <br />22 <br />23 <br />24 <br />25 <br />26 <br />27 <br />28 <br />NO. 0-24-93 <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY <br />OF COLTON COMMITTING TO DEVELOP THE LOCAL <br />PORTION OF THE TRANSPORTATION CONTROL MEASURE <br />SUBREGIONAL IMPLEMENTATION PROGRAM IN <br />ACCORDANCE WITH THE REQUIREMENTS OF THE 1991 <br />SOUTH COAST AIR QUALITY MANAGEMENT PLAN AND <br />THE 1992 FEDERAL ATTAINMENT PLAN FOR CARBON <br />MONOXIDE <br />WHEREAS, both the 1991 Air Quality Management Plan (AQMP) and <br />the 1992 Federal Attainment Plan for Carbon Monoxide (CO Plan) <br />include transportation control measures (TCM's) for local <br />implementation by December 31, 1993; and <br />WHEREAS, San Bernardino Associated Governments (SANBAG) will <br />provide updated documentation on local implementation of TCM's in <br />November 1993 to support SCAG's conformity finding for <br />approximately $2 billion in currently unprogrammed local and <br />regional transportation projects; and <br />WHEREAS, the Governing Board of the SCAQMD will implement a <br />backstop rule (Proposed Rule 1604) by January 1994 to ensure that <br />local TCM emissions reductions will be achieved; and <br />WHEREAS, the regional actions taken by the SCAQMD would more <br />adversely impact this jurisdiction's citizens and economic vitality <br />than actions taken locally; and <br />WHEREAS, local governments working together through SANBAG <br />have identified a list of core, recommended, discretionary, and <br />regional actions for inclusion in the subregional TCM <br />implementation program (as identified in Attachments A through D) <br />based on local characteristics and opportunities to minimize inter - <br />jurisdictional competitive issues; <br />WHEREAS, the SCAQMD Board Resolution 93-11 requests local <br />
