1 <br />2 <br />3 <br />4 <br />5 <br />6 <br />7 <br />8 <br />9 <br />10 <br />11 <br />12 <br />13 <br />14 <br />15 <br />16 <br />17 <br />18 <br />19 <br />20 <br />21 <br />22 <br />23 <br />24 <br />25 <br />26 <br />27 <br />28 <br />governments to provide estimated quantification of TCM actions to <br />the extent local government staff resources and assistance from the <br />District and other government agencies are available; and <br />WHEREAS, the need for and stringency of regional actions will <br />be determined by the amount of local action taken to achieve the <br />local trip reduction target; and <br />WHEREAS, the Congestion Management Program for San Bernardino <br />County, as amended by action of the SANBAG Board of Directors on <br />April 7, 1993, requires South Coast Air Basin jurisdictions to <br />adopt a transportation control measure ordinance by December 31, <br />1993, as a measure of compliance or risk losing state subvention <br />funds; <br />NOW THEREFORE, BE IT ORDAINED that the City of Colton supports <br />the subregional implementation program a identified in Attachments <br />A through D. <br />BE IT FURTHER ORDAINED, that the City of Colton commits to <br />adopt all of the core actions defined in Attachment A by December <br />131, 1993. <br />BE IT FURTHER ORDAINED, that the City of Colton will consider <br />the following recommended actions from Attachment B, recommended <br />Actions, for adoption by December 31, 1993: <br />Designate on-site parking areas to be used by commuters <br />as park-and-ride lots or contribute exaction fee to <br />develop off-site park-and-ride lots. <br />Designate park-and-ride lots for area commuters. <br />Install or widen sidewalks, where appropriate, to safely <br />accommodate pedestrians. <br />Provide incentives to incorporate on-site child care <br />facilities and senior citizen facilities. (Suggested <br />Level of Implementation: Child care and senior citizen <br />uses calculated at 50% [25-75%] or actual floor area.) <br />
