1 <br />2 <br />3 <br />4 <br />5 <br />6 <br />7 <br />8 <br />9 <br />10 <br />11 <br />12 <br />13 <br />14 <br />15 <br />16 <br />17 <br />18 <br />19 <br />20 <br />21 <br />22 <br />23 <br />24 <br />25 <br />26 <br />27 <br />28 <br />URGENCY ORDINANCE NO. 0-12-94 <br />AN URGENCY ORDINANCE OF THE CITY OF COLTON <br />AMENDING URGENCY ORDINANCE NO. 0-05-94 TO <br />EXEMPT ALL CURRENTLY APPROVED TRACTS EXCEPT <br />TRACT 13362 FROM THE MORATORIUM ON ISSUANCE <br />OF BUILDING PERMITS FOR CONSTRUCTION OF <br />BUILDINGS IN SLOPE AREAS OF THE CITY OF COLTON <br />WHERE COMPACTION PROBLEMS HAVE BEEN <br />IDENTIFIED <br />WHEREAS, the City Council on March 15, 1994 adopted Ordinance No. 0-05-94 <br />establishing a 45 day moratorium on construction in Reche Canyon, La Loma Hills and <br />immediately adjacent hillside areas so that the City could study its current building standards and <br />determine whether any revisions are advisable to assure the stability of future construction in <br />those areas; and <br />WHEREAS, on April 19, 1994, the City Council extended the moratorium for a period <br />of ten months and 15 days; and <br />WHEREAS, the City has concluded its review of its building standards as they relate to <br />the problems experienced in the Reche Canyon, La Loma Hills and adjacent hillside areas and <br />has determined that certain changes should be implemented by ordinance changes relating to <br />grading standards and procedures within the City and that the current building moratorium <br />should remain in effect until such ordinance changes take effect; and <br />WHEREAS, notwithstanding the ordinance changes that the City has determined should <br />be made regarding grading standards and procedures generally, the City Council is satisfied that <br />existing City standards and procedures, together with special studies and reports presented to the <br />City are adequate to assure safe development of all currently approved tracts in the area subject <br />
