1 <br />2 <br />3 <br />4 <br />5 <br />6 <br />7 <br />8 <br />9 <br />10 <br />11 <br />12 <br />13 <br />14 <br />15 <br />16 <br />17 <br />18 <br />19 <br />20 <br />21 <br />22 <br />23 <br />24 <br />25 <br />26 <br />27 <br />28 <br />to the moratorium with the exception of Tract 13362 and that the moratorium should be lifted <br />as to all currently approved tracts in the area subject to the moratorium with the exception of <br />Tract 13362; and <br />WHEREAS, the City Council has determined that certain changes in procedures are <br />advisable for the review of subsequent development proposals in the area subject to the <br />moratorium, including the development of a grading ordinance designating a grading official to <br />ensure compliance with City standards for grading by the provision of independent engineering <br />evaluations of soils conditions in the area subject to the moratorium. <br />NOW THEREFORE, THE CITY COUNCIL ORDAINS AS FOLLOWS: <br />SECTION I. Urgency Ordinance No. 0-05-94 is hereby amended as to the <br />moratorium on construction in Reche Canyon, La Loma Hills and immediately adjacent hillside <br />areas currently in effect to exempt all currently approved tracts except Tract 13362 from the <br />terms of that moratorium in accord with the provisions of this ordinance. <br />SECTION 2. Urgency Ordinance No. 0-05-94 shall remain in effect as to all other terms <br />and provisions set forth therein and the extension of time thereof as to all future development <br />proposals and tracts not currently approved in Reche Canyon, La Loma Hills and immediately <br />adjacent hillside areas for the remaining time of the moratorium or until such time as the City <br />shall have approved a grading ordinance designating a grading official to ensure compliance with <br />City grading standards and requiring submission of independent engineering reports on soils <br />conditions and necessary mitigation measures, whichever occurs first. <br />SECTION 3: The Mayor shall sign and the City Clerk shall certify to the passage and <br />adoption of this ordinance and shall cause the same to be published and posted pursuant to the <br />
