1 <br />2 <br />3 <br />4 <br />5 <br />6 <br />7 <br />A <br />10 <br />11 <br />12 <br />13 <br />14 <br />15 <br />16 <br />17 <br />18 <br />19 <br />20 <br />21 <br />22 <br />23 <br />24 <br />25 <br />26 <br />27 <br />28 <br />* Broaden the community's economic base by attracting new <br />commercial and industrial uses to the Project Area. <br />* Diversify the make-up of the Project Area by developing <br />a variety of uses that work in concert toward economic stability. <br />* Provide for infrastructure improvements in the Project <br />Area. <br />* Encourage expansion of local commercial opportunities <br />which will create jobs and an expanded sales and property tax base. <br />* Promote new development consistent with the City's General <br />Plan. <br />* Provide financial incentives to interested property owners <br />who wish to rehabilitate their buildings or revitalize their <br />properties consistent with the Colton General Plan. <br />* Encourage public participation in the planning and <br />implementation of the Redevelopment Plan. <br />* Eliminate existing blighted conditions, be they properties <br />or structures, and prevent recurring blight in and about the Project <br />Area. <br />* Eliminate environmental deficiencies, including inadequate <br />street improvements, inadequate truck access, inadequate utility <br />systems, and inadequate public services; and, mitigate the various <br />economic, physical, and environmental characteristics of blight <br />extant in the Project Area. <br />Section 2. The City Council hereby finds and determines that: <br />(a) Rancho/Mill Redevelopment Project is a blighted <br />area, the redevelopment of which is necessary to effectuate the <br />public purposes declared in the California Community Redevelopment <br />Law (California Health and Safety Code Section 33000, et seq.). <br />- 4 - <br />
